The easiest and cheapest (comparatively) celluloid format would be Super 8.
You can get good quality camera everywhere from car boots to ebay, etc and a good one shouldn't cost you very much, In fact I have a camera, splicer and (somewhere) editor that you can borrow.
What is going to cost you is having the film processed- it used to be 11 quid for three minutes of film + processing... the kodak discontinued 'kodachrome' so now you are looking at paying someone to develop the film, which is gonna kick you in the wallet.
If you want to go less grainy (why?) then it's gonna be 9mm, 16mm or 35mm. You are not Spielberg so 35 is out of the question, 9mm is similar to Super8 so basically it's 16mm. Gonnna cost more, gonna look great.
Then once you have the film processed you have to deal with either editing it manually or doing some kind of format transfer to digital medium (either pay for it ((fuxxing pricey)) or project it and shoot it yourself ((amateurish))).
I's a lot of work, but like a live band over a cd, has it's own qualities and can look amazing.

With an answer as concise and informative as that I hoped for some kind of discourse....
